He was the son of Ikramullah Khan Niazi, a civil engineer, and Shaukat Khanum.

Khan attended Aitchison College and then the Royal Grammar School Worcester in England.

In 1975, he graduated from Oxford University with a degree in philosophy, politics, and economics.
